Job Description

Title: Country Director, DRC

Reports To: Team Leader, Cluster 3 Africa

Organisational Context

We work in partnership with local NGOs and by supporting a number of other projects and policy influencing initiatives.

The company is among the leading NGOs promoting poverty focused strategies and programmes.

We are looking for a committed and inspirational Country Director to shape, lead and manage the vision of the Federation in DRC.

General Responsibilities

The person is expected to manage, lead and shape a vision for the organization?s DRC? by aligning the two strategies, implement the aligned country strategy to provide quality program management, policy and advocacy work as well as lead on other organizational systems to drive the needed change agenda both at national and international levels relating to DRC.

This is expected to be done in line with the established policies, principles and operating practice of the organization?s federation, as well as good management practice and the political, social, cultural & economic environment.

Specific Responsibilities

Organisational and Corporate Development

  • Implement and further develop organization?s vision, mission, philosophy and principles in line with agreed corporate strategies and organisational priorities.
  • Actively contribute to organization?s development as an international and regional organisation.
  • Maintain regular communication with the Line manager and across other staff of the organization as appropriate.
  • Provide inputs to corporate activities as and when required, including participation on task forces, training courses and conferences.

Programme Implementation

  • Lead and direct the work of the organization in accordance with sound management practice and The organization?s development policies and accountability systems.
  • Ensure it has a well balanced, well documented and cost effective programme.
  • Develop its capacity to document, disseminate and learn from development work and ensure all reporting is of the highest standard.
  • Manage and encourage co-operative relationships established with various specialist institutions and ensure that these joint initiatives conform to programme objectives.
  • Ensure all programme activities are sensitive to and responsive to changes in the political, social, and economic environments.

Financial Management & Control

  • Ensure that the control of expenditure and the disbursement of resources is in accordance with established procedures and maintain the financial and legal integrity of the organisation.
  • Provide progress and financial reports as required by the government and organization?s accountability procedures and as required by other organisations.

Human Resource Development & Management

  • Maintain effective and appropriate staff recruitment, induction, appraisal, remuneration and development practice at all levels to ensure the optimum utilisation and development of its human resources.
  • Appoint, develop and manage senior management staff. Ensure a high calibre of staff is recruited while? promoting affirmative action within the organisation in favour of women.
  • Encourage a corporate perspective amongst staff and actively promote staff exchange, secondment and development schemes, where these contribute to the meeting of the organization?s programme? objectives and priorities.

Relationship with the Government of DRC

  • Ensure that it operates within the terms and conditions of all legal agreements with the????? Government of DRC.
  • Establish, develop and maintain excellent working relationships with the Government; in particular with relevant national, provincial and district level officials.
  • Provide support to all senior managers in their dealings with officials.

Local Fundraising & Liaison with Funders/Donors

  • Ensure a regular flow of information is available to the funding departments and to donors and official funders as required by the various funding mechanisms.
  • Establish and develop working relationships with key donors and actively develop local funding sources appropriate to its resource needs.

Policy, Research & Advocacy Work

  • Encourage the development of appropriate research with a view to improving the quality of field work and influencing changes in policy to improve the quality of life for the poor.
  • Maintain sound relations with policy, research and advocacy specialists at regional and international levels.

Media Engagements

  • Develop and manage a sound relationship with all sections of the media and ensure that any published material accurately reflects the views of the organisation.
  • Establish an appropriate public image for the organization that is in keeping with its values and culture.
Emergency Preparedness

Develop and maintain appropriate contingency plans for all kinds of emergencies. Such plans to be presented for approval of the supervisor for inclusion in corporate emergency response mechanisms.

Other Requirements

Carry out other assignments as requested by the supervisor either in-country or other countries.

Internal Relationships: Line Manager, Other CDs, senior management team, & other relevant internal stakeholders.

External Relationships: Donors, government agencies, partners & other stakeholders.

Microsoft will launch Windows 8 tomorrow and while we normally steer clear of desktop software, this could have a major impact on your mobile devices. Let's take a look at what Windows 8 will mean to you.?

Windows 8 looks dramatically different from previous versions of Windows and you can really see the impact that tablets and touchscreens have made on Microsoft. Your default homescreen is filled with Live Tiles which come to life with constantly-updating information.

You'll still have your old desktop interface and apps but these are somewhat buried deeper in the OS. Along with the Microsoft app store, you'll be able to download apps from third-party sites to run on the desktop.

It kind of looks like Windows Phone 7 but blown up for your computer and the upcoming Windows Phone 8 will share a core with Windows 8. This type of interface can be a bit jarring for some, especially if you're coming from Windows 7 but it will make for a variety of new apps and form factors like full, touch-capable desktops, convertable laptops and more.

Where it gets tricky is with Windows RT. At first glance, this looks exactly like Windows 8 with the Live Tiles and the touch-friendly interface but Windows RT is the version that's built for ARM chipsets, which power most of the popular tablets out there.?Windows RT devices will only be able to run apps that come from the official Microsoft app store or programs that can run through a browser. ?

The Microsoft Surface tablet currently runs Windows RT and the early reviews?suggest that the app store is not quite robust enough to make it match tablets like the iPad. That should fill out as we move forward because Windows is still the most popular OS on earth but it may be slow going at the beginning.?

Microsoft will have a Surface tablet with the normal version of Windows 8 sometime early next year but it is expected to retail for around $1,000 while the RT version starts at $500. Look for a variety of tablets with RT to come out from the likes of Samsung, Asus, HP and more.?

(AP) ? The extent of the European car industry's troubles was laid bare Wednesday, when France's government tossed a financial lifeline to the continent's No. 2 automaker, Peugeot Citroen, and Ford said it would shut a plant in Belgium, cutting 9,500 jobs.

Experts say France's ?7 billion ($9.1 billion) bailout, a three-year loan guarantee, represents a desperate attempt to avoid the sort of layoffs that companies like Ford are slowly accepting as inevitable.

The problem is the region's carmakers are selling too few cars in Europe, where the financial crisis has caused demand to dry up, and have too many factories. Even Germany's automakers, which had weathered the economic downturn relatively well, are not immune.

"The actions that should have been taken three years ago are starting to be put into place," said Tim Urqhart, senior analyst at IHS Automotive. "It speaks to the gravity of the situation and the seriousness of where things are."

In return for the Peugeot bailout, France's Socialist government asked for greater influence at the carmaker, including a government position and a workers representative on a supervisory board. That would help it avoid job cuts at a time when unemployment is stuck above 10 percent.

"My government has no intention of just giving, of offering a gift without anything in return," Prime Minister Jean-Marc Ayrault said on French radio station France Inter.

Peugeot, which says layoffs are key if the carmaker is to recover, faces a Nov. 15 deadline in its negotiations with the government over how to handle job losses.

It's the first French intervention in the industry since a ?6 billion loan package to Peugeot Citroen and Renault in 2008-2009 when the economy was reeling from a financial crisis that triggered a global recession.

But the European car industry didn't undergo the dramatic overhaul that U.S. bailouts prompted among its carmakers. Peugeot Citroen has struggled since, and is especially vulnerable to the downturn in southern Europe, which makes up more than half its sales and shows no signs of emerging soon from widespread debt problems.

Ford, which expects to lose more than $1 billion a year in Europe, has been pursuing plant closures and layoffs more aggressively.

The company, which sells a quarter of its cars in Europe, announced Wednesday the closure of a car plant in eastern Belgium ? one of its main European factories ? by the end of 2014. It will result in 9,500 direct and indirect job losses.

"This is taking us by surprise and is an extremely bitter pill," Christian Democrat union representative Johan Lamers told The Associated Press in Belgium.

Fears were mounting that the axe may also soon fall in Britain as trade unions at Ford's Southampton plant have been called in for a meeting with management on Thursday.

Ford's move, which still must be negotiated with Belgian employee unions, is far swifter than anything General Motors has been able to accomplish in Europe during the most recent economic downturn. GM also wants to cut its factory capacity in the region and is in negotiations with unions to shutter a plant in Bochum, Germany, in 2017. GM's last factory closure in Europe was an Opel plant in Antwerp, Belgium, in 2010.

GM is also trying to consolidate costs with an alliance with Peugeot: They announced the joint development of four automobile lines to be released in 2016 on Wednesday, saying that the alliance would save them $2 billion by 2017. The joint Peugeot- GM program will make a small van for GM's Opel and Vauxhall brands and serve as the basis for a compact crossover vehicle for Peugeot. They'll also develop a new, low-emissions small car and work together on mid-size cars and small vans.

But built into the alliances' four-year timeline is an assumption that the European market will soon bottom out.

"They have overcapacity and big dependence on the European market," Urqhart said.

And even France's latest plan is not guaranteed. European Union regulators generally frown on state intervention into industry, although during the 2008-2009 financial crisis they gave swift approval to France's previous bailout.

Joaquin Almunia, the European Union competition commissioner, said the EU has not yet been formally notified of the latest plan for Peugeot but said the governing body would assess it carefully. Peugeot's CEO Philippe Varin said the government guarantee was at market rates and he expected the EU to look favorably on it.

"The health of (Peugeot) is critical for France," Varin said.

Figures released Wednesday illustrated the problems Peugeot is facing. Sales fell 3.9 percent in the third quarter to ?12.93 billion from ?13.45 billion in the same period last year. Automotive division sales were down 8.5 percent, hurt especially by a weakening European demand and the suspension of deliveries to Iran. Sales increases in China and Russia shored up the company, as has the expansion of the GM alliance.

Peugeot's shares are down more than 60 percent since the beginning of the year, and dropped further on Wednesday. The company will offer no dividends for the term of the bailout, and executives will receive no stock options during that time.

"The main thing the government wants in return, it's really a change in governance" at Peugeot, said Najat Vallaud-Belkacem, the government spokeswoman.

Giants' Zito to start World Series opener

SAN FRANCISCO (AP) ? From postseason bystander to starting the World Series opener. That's how far Barry Zito has come in two years to resurrect his career.

The resurgent left-hander will pitch Game 1 for the San Francisco Giants on Wednesday night against Justin Verlander and the Detroit Tigers.

Manager Bruce Bochy said Tuesday he will go with Zito, who has turned around his career this year ? and Bochy was eager and proud to give the pitcher the news, once they finally connected that is.

"I tried to call him all day. He left his phone at the ballpark, so I couldn't get ahold of him," Bochy said. "But he was ecstatic. He was proud, honored that we have the trust in him to start Game 1."

Zito's stellar outing in a 5-0 victory on Friday night in Game 5 of the NL championship series at Busch Stadium helped San Francisco rally from a 3-1 series deficit against the defending champion St. Louis Cardinals to return to the World Series for the second time in three years.

Left off the postseason roster for all three rounds when the Giants won it all in 2010, Zito made a conscious decision to find his way by just plain having fun again ? forgetting one bad start and moving on to the next. Whatever he has done to change his mental approach, it has certainly paid off on the mound.

"It's not important to reflect right now. There's work to do," Zito said. "I'm going to be on the mound here in the next 24 hours, so that's where my focus is at."

For Bochy, leaving Zito off the roster was among the toughest calls he has made as a manager. That made delivering the good news Tuesday so much sweeter.

"I couldn't be happier for him. It says a lot about his mental toughness, his makeup," Bochy said. "I mentioned this in 2010, it wasn't easy not to put him on the postseason roster. He was struggling in September. But the way he handled it was so impressive. He went out, I think he threw a bullpen that day, and throughout the postseason he kept himself ready in case something happened. He didn't hang his head and he even threw to hitters."

It doesn't hurt that Zito now has four pitches to baffle batters aside from just that nasty curveball that has defined his career since back in the early days of the Big Three ? with Tim Hudson and Mark Mulder ? across the bay with the Oakland Athletics.

"He's been through a lot, obviously. He took the beatings," Giants general manager Brian Sabean said of Zito. "He's always been a stand-up guy, he's never stopped working. In his own way he's never stopped believing and he's made changes. He's made changes when he had to. I actually don't think other than when he first came here that he was supposed to be the lead dog in the staff as it turned out the young guys were so good so fast. You look back in Oakland he was just one of the group. I don't think the money ever bothered him."

Bochy credits the work Zito did with pitching coach Dave Righetti to constantly make adjustments and find what would work.

"It's hard to sum it up in one answer," Zito said after beating the Cardinals. "It's just a plethora of things that I've done and gone through here with the Giants. But the most important thing was to come out and give everything I've got."

The Giants have won Zito's last 13 starts, dating to Aug. 7. The 2002 AL Cy Young Award winner with Oakland went 15-8 for his most wins since joining the Giants on a $126 million, seven-year contract before the 2007 season.

And what ideal timing for Zito to shine in a season that two-time NL Cy Young Award winner Tim Lincecum faltered. Lincecum will remain in the bullpen for now, giving Bochy ample options how to use him.

As Lincecum endured his own struggles this season, he learned from how Zito handled himself and couldn't be happier for his teammate.

"I've been really close with him, and he's been here since I've been here," Lincecum said. "It's been great to watch him grow, on and off the field. Obviously he hasn't seen things go the way he wanted them to the last few years but this year has been a big year for him. What more can you say about a guy who has gone about the way he has professionally and still find a way to be positive about it?"

When Zito won Game 5 last week, he said how special it was to deliver in the most important start yet of his 13-year big league career.

Zito has been so good he's trending on Twitter with his own hashtag ? and, now, (hashtag)RallyZito rolls on to the World Series. Not that he's paying a lot of attention.

"I tried Twitter a couple of years ago and it was a pretty devastating experience for me," Zito said the other day with a laugh. "I learned to not check the inbox. So I got off Twitter. I'm excited that the fans are fired up."

That support sure has meant a lot to Zito, who has always said the right thing even through the down times. Bochy praised his class in handling the 2010 situation. All those boos that came from every which way for so long have turned to cheers and thunderous standing ovations.

"For me personally, to look at the whole story and everything else doesn't really help me because I have a routine I have to stick to," Zito said. "I'm excited to pitch every time I get on the mound. This is a more exciting opportunity than most."

Bochy will go with back-to-back lefties as Madison Bumgarner is set to start Game 2 on Thursday, followed by right-handers Ryan Vogelsong and Matt Cain. That puts Vogelsong in line to pitch a possible Game 7.

Zito won his last five regular-season starts and seven decisions of the regular season since a loss Aug. 2 to the Mets.

He has tweaked his delivery, added a cut fastball and learned to make adjustments right away when things go wrong. Working tirelessly with Righetti has helped, too.

Detroit's Delmon Young knows just how much this means to Zito. They worked out together in the offseason following San Francisco's 2010 title run.

"He was still happy to be a Giant," Young said. "He was happy that he won a World Series and everything but he wanted to make sure that he was going to actually contribute. He worked his butt off. Now he's earned what he wanted."

Jason Haeger, founder of the ?AJ Coffee Company, says a physical count of the inventory on a regular basis is one way to keep tabs on quantities. He usually recommends a count once a week by the same person.

"Have just one person in charge of inventory count and product ordering," Haeger says." If the business is just one person, set aside scheduled time for this task. It will seem tedious and feel like a waste of time, but it should be done as an essential part of risk management for the business' bottom line."

Select a tailor-made system.??When it comes to managing sales and inventory, your business might only be as good as the software you're running.
