Student Union Building regulations require that any food provided in SUB conference rooms be catered by Chartwells

news@dailylobo.com

Student organizations that host events in the SUB cannot bring in their own food.

According to the SUB?s Room Reservation Policy for chartered on-campus organizations, only Chartwells Catering and Campus Dining Services can provide food for events held in the building?s meeting rooms. Organizations can select from a menu prepared by the SUB, with prices that range from about $8 to $21 per person.

Associate Vice President for Student Life Walter Miller said other companies can?t provide food services in the SUB because Chartwells is the only company licensed by the state for food operations in the SUB. He said Chartwells is also liable for any food-related accidents that occur in the SUB.

Miller said the policy only applies in the SUB because the University?s contract with Chartwells authorizes only the company to provide food for social events in the meeting rooms in the building. He said the contract does not apply to academic halls or to classrooms on campus because catering is not used in other buildings.

Miller said the policy makes it safer for students who eat food in the SUB because the food is certified to meet state health standards.

?The main reason ? is that the current food provider is licensed to do it,? he said. ?They are certified by the Department of Health in the state. If anything goes wrong, the state department will have to go after that organization.?

Miller said that because the SUB aims to uphold its health standards, there is no possibility that the building will allow student organizations to bring their own food to events in the future.

?It?s protection to the students as well as the whole student community,? he said. ?Health comes before policy. We are a licensed facility and we maintain health standards, and so we?re going to protect that.?

Miller said the SUB rarely encounters problems with student groups not following the policy and that problems usually occur in the beginning of the semester because students are not used to the policy.

Miller said organizations that disobey the policy for the first time receive verbal warnings. But he said that if an organization repeatedly disregards the policy, it will be barred from renting rooms in the SUB.

Miller said the catering menu is priced fairly, providing students with price-sensitive options and a simple menu. He said fundraisers hosted in the SUB, such as bake sales, are exceptions to the policy because the SUB wants to help organizations raise money without asking them to pay more. The SUB is still accountable for any trouble that may be caused by food sold at fundraisers.

He said the SUB only allows baked goods to be sold at fundraisers because baked goods are cooked in advance and don?t need special care, such as refrigeration or heating. He said they have not encountered food-related problems with student-organized fundraisers in the past.

But Graduate and Professional Student Association (GPSA) Council Chair Kris Miranda said that because the policy prohibits organizations from bringing their own food, the policy makes it hard to organize events in the SUB.

Miranda said GPSA hosts most of its meetings in the morning, which would require the organization to purchase a breakfast catering option from Chartwells. He said this option is too expensive.

?I would like to do more GPSA Council meetings in the SUB because it?s more convenient,? he said. ?But I can?t do many of that because our budget is pretty tight.?

Miranda said that although the policy sometimes benefits students, the policy puts newer student organizations with small budgets at a disadvantage.

?I understand the reasoning,? he said. ?But I think starting organizations are hit. Student organizations use the SUB because it is free and they don?t have huge budgets.?

Miranda said that although the SUB should not eliminate the catering menu, allowing students to choose to bring their own food or buy from the SUB would give organizations more flexibility.

?The convenient thing for us is just not to have those restrictions,? he said. ?I like having the option, but those sorts of things would cost a lot less money coming from outside.?

Associated Students of the University of New Mexico (ASUNM) Attorney General Gregory Montoya-Mora said the SUB?s catering menu has a variety of options that can accommodate both small and large events.

?Dealing with organizing events for ASUNM, it?s really convenient,? he said. ?We could place some orders, the menu?s easily readable and we can have large-capacity events.?

Montoya-Mora said that because members of ASUNM are often busy with school and with operations in the organization, they are never able to bring their own food. Because of this, he said the menu makes it easier for student organizations to organize events.

?It will not be possible for ASUNM to bring our own food,? he said. ?We?re pretty busy with other stuff. So if we do need food ? perfect.?

Montoya-Mora said that because the catering policy is part of the SUB?s rules, organizations should adhere to the policy. He said that although it might be cheaper for organizations to bring their own food to events, the policy is a fair move by the SUB.

?In an institution as big as the University of New Mexico, it?s hard to do it any other way,? he said.

(AP) ? The United Nations voted overwhelmingly Thursday to recognize a Palestinian state, a victory decades in the making for the Palestinians after years of occupation and war. It was a sharp rebuke for Israel and the United States.

A Palestinian flag was quickly unfurled on the floor of the General Assembly, behind the Palestinian delegation, as the final vote was cast.

In an extraordinary lineup of international support, more than two-thirds of the world body's 193 member states approved the resolution upgrading the Palestinians to a nonmember observer state. It passed 138-9, with 41 abstentions.

The historic vote came 65 years to the day after the U.N. General Assembly voted in 1947 to divide Palestine into two states, one for Jews and one for Arabs. Israel became a state but the Palestinians rejected the partition plan, and decades of tension and violence have followed.

Real independence, however, remains an elusive dream until the Palestinians negotiate a peace deal with the Israelis, who warned that the General Assembly action will only delay a lasting solution. Israel still controls the West Bank, east Jerusalem and access to Gaza, and it accused the Palestinians of bypassing negotiations with the campaign to upgrade their U.N. status.

In the West Bank city of Ramallah, jubilant Palestinians crowded into the main square, waving Palestinian flags and chanting "God is great!" Hundreds had watched the vote on outdoor screens and televisions, and they hugged, honked their horns and set off fireworks as the final vote was cast.

The tally came after a speech by Palestinian President Mahmoud Abbas in which he called the moment a "last chance" to save the two-state solution.

"The General Assembly is being asked today to issue the birth certificate of Palestine," the Palestinian leader declared.

The United States and Israel immediately criticized the vote.

"Today's unfortunate and counterproductive resolution places further obstacles in the path of peace," U.N. Ambassador Susan Rice said. "Today's grand pronouncements will soon fade and the Palestinian people will wake up tomorrow and find that little about their lives has changed save that the prospects of a durable peace have only receded."

Calling the vote "meaningless," Israeli Prime Minister Benjamin Netanyahu accused Abbas of spreading "mendacious propaganda" against Israel in a speech he rejected as "defamatory and venomous."

"The resolution in the U.N. today won't change anything on the ground," Netanyahu said. "It won't advance the establishment of a Palestinian state, but rather, put it further off."

With most U.N. members sympathetic to the Palestinians, there had been no doubt the resolution would be approved. A state of Palestine has already been recognized by 132 countries, and the Palestinians have 80 embassies and 40 representative offices around the world, according to the Palestinian Foreign Ministry.

Still, the Palestinians lobbied hard for Western support, winning over key European countries including France, Italy, Spain, Switzerland, Sweden and Ireland, as well as Japan and New Zealand. Germany and Britain were among the many Western nations that abstained.

Joining the United States and Israel in voting "no" were Canada, the Czech Republic, the Marshall Islands, Micronesia, Nauru, Palau and Panama.

Despite Thursday's triumph, the Palestinians face enormous limitations. They don't control their borders, airspace or trade, they have separate and competing governments in Gaza and the West Bank and they have no unified army or police.

The vote grants Abbas an overwhelming international endorsement for his key position: establishment of a Palestinian state in the West Bank, Gaza Strip and east Jerusalem, the territories captured by Israel in the 1967 Mideast war. With Netanyahu opposed to a pullback to the 1967 lines, this should strengthen Abbas' hand if peace talks resume.

The U.N. action also could help Abbas restore some of his standing, which has been eroded by years of standstill in peace efforts. His rival, the Hamas militant group, deeply entrenched in Gaza, has seen its popularity rise after it responded with a barrage of rocket fire to an Israeli offensive earlier this month on targets linked to the militants.

In a departure from its previous opposition, Hamas, which rules Gaza and refuses to recognize Israel, said it wouldn't interfere with the U.N. bid for statehood, and its supporters joined some of the celebrations Thursday.

With its newly enhanced status, the Palestinians can now gain access to U.N. agencies and international bodies, most significantly the International Criminal Court, which could become a springboard for going after Israel for alleged war crimes or its ongoing settlement building on war-won land.

However, in the run-up to the U.N. vote, Abbas signaled that he wants recognition to give him leverage in future talks with Israel, and not as a tool for confronting or delegitimizing Israel, as Israeli leaders have claimed.

Speaking stridently at times Thursday, Abbas accused the Israelis of "colonial occupation" that institutionalizes racism and charged that the Jewish state is continuing to perpetuate "war crimes."

Still, he said the Palestinians did not come to terminate "what remains of the negotiations process" but to try "to breathe new life into the negotiations" and achieve an independent state.

"We will act responsibly and positively in our next steps," he said.

The Palestinians turned to the General Assembly after the United States announced it would veto their bid last fall for full U.N. membership until there is a peace deal with Israel. Abbas made clear that this remains the Palestinians' ultimate goal ? hopefully soon.

The vote grants the Palestinians the same status at the U.N. as the Vatican, and they will keep their seat next to the Holy See in the assembly chamber.

BP enters plea in Gulf oil spill criminal case

BP Plc pleaded not guilty on Tuesday to 14 criminal counts in connection with the 2010 Deepwater Horizon oil spill, which killed 11 oil rig workers and poured 4.9 billion barrels of oil into the Gulf of Mexico.

The plea is a procedural move, as the company has already agreed to plead guilty to the charges and pay a record-setting $4.5 billion penalty to settle claims brought by the Department of Justice and Securities and Exchange Commission.

?Today?s agreement is consistent with BP?s position in the ongoing civil litigation that this was an accident resulting from multiple causes, involving multiple parties, as found by other official investigations,? BP said in a statement when the settlement was announced on Nov. 15.

In March, the oil company announced that it would pay $7.8 billion to settle a class action lawsuit involving more than 100,000 plaintiffs who suffered medical or economic damages in the wake of the spill. That settlement is currently pending approval.

But the company is still facing additional civil claims from the government, which could bring more hefty fines. In addition, two BP oil rig supervisors and a former company executive are scheduled to be arraigned Wednesday on criminal charges related to the rig explosion and its aftermath.

In more bad news for the company, the Environmental Protection Agency announced Wednesday that it has temporarily suspended BP from any new contracts with the U.S. government because of the company?s ?lack of business integrity as demonstrated by [its] conduct with regard to the Deepwater Horizon blowout, explosion, oil spill and response.?

Arafat case: 'Proof' still might elude Palestinians

The remains of the legendary Palestinian leader Yasser Arafat have been exhumed. Specimens will be taken to a lab to test for polonium, the same poison used to assassinate spy-turned-dissident Alexander Litvinenko.

By John Ray, NBC News

RAMALLAH, West Bank -- For a fateful scene in a murder mystery, it was all a little low key.

Steel-gray skies, a modest guard of honor and a somber ceremony as Yasser Arafat?s tomb was resealed.

It had taken scientists from Russia, France and Switzerland just a few hours to gather the evidence they came for.

No need to exhume the body.?Instead they took samples that they will now examine for the deadly radioactive element?polonium.

Already some experts warn that their findings are almost certain to be inconclusive.

Too much time has elapsed, they caution. And even if investigators find traces of toxin, it won?t answer this question: Who?administered the fatal dose?

Arafat's body exhumed; experts to investigate if he was poisoned

No matter. Almost any Palestinian you ask already has an answer: Israel is the assassin.

After all, a man who was to Palestinians the ultimate fighter for freedom was to Israel too often the odious face of terror.

And in 30 years of conflict the Israelis pursued him to Lebanon before finally cornering him in his West Bank compound, the Muqata?a.

Rebuilt from the rubble left by its destruction by Israel, it now houses the gleaming marble mausoleum that is Arafat?s final resting place.

Today it was shrouded in blue sheets to shield the scientists from view as they went about their grim business.

"The time has come to find the proof. And to bring justice. I think he deserves it, and the Palestinian people deserve it,?? says noted Palestinian activist Mustafa Barghouti.

Mohamad Torokman / Reuters

A Palestinian security forces member walks outside the grave of Palestinian leader Yasser Arafat in the West Bank city of Ramallah, Nov. 27, 2012.

For the record, Israel enters a strenuous plea of not guilty, courtesy of?Ra?anan?Gissan, who in 2004 was an adviser to?Israel?s then-Prime Minister Ariel Sharon.

Did Israel order the death of Arafat? I ask him.

"I can tell you, a definite, absolute no,?? he says. ?"They used to say that our snipers had Arafat in their sights and the decision was not to kill him.??

Palestinians: Settlers threaten West Bank's centuries-old olive harvest tradition

Today?s examination was prompted by a television investigation that found polonium on samples of clothing, including Arafat?s iconic?kaffiya headdress, provided by his widow.

But the timing is fortuitous, even if it is,?as the Palestinians on the West Bank insist, a coincidence that later this week Arafat?s successor heads to the United Nations.

Palestinians have begun to exhume the body of Palestine Liberation Organization leader Yasser Arafat in an attempt to determine whether he was assassinated by lethal doses of radioactive poison. NBC's John Ray reports.

Mahmoud?Abbas is to ask the UN General Assembly to grant his Palestinian Authority a form of recognition known as non-member observer status.

It would put the Palestinians on the same diplomatic footing as the Vatican but more?crucially on open important legal route to potentially suing the Israel?s occupying forces for war crimes through international courts.

The mathematics is looking good for Abbas -? good news for a leader who hasn?t had much to celebrate of late.?

His Palestinian rivals in Gaza, the militants of Hamas, have been buoyed by?the short war with Israel and claim they?ve achieved more in a week than Abbas has won in nearly a decade of failed negotiation.

Win at the UN on Thursday, and Abbas has something to show for his strategy.?

Perhaps then even Yasser Arafat?s spirit might be permitted to rest a little more peacefully.

Peanut butter plant closure angers New Mexico town

PORTALES, N.M. (AP) ? Farmers in a revered peanut-growing region along the New Mexico-Texas border should be celebrating one of the best harvests in recent memory.

Instead, millions of pounds of their prized sweet Valencia peanuts sit in barns at a peanut butter plant shuttered for two months amid a salmonella outbreak that sickened 41 people in 20 states.

Farmers are worried about getting paid for their peanuts, nearly a third the plant's 150 workers have been laid off, and residents wonder what toll an increasingly contentious showdown between the nation's largest organic peanut butter plant and federal regulators could ultimately have on the region's economy.

The tension boiled over when the Food and Drug Administration on Monday said it was suspending Sunland Inc.'s registration to operate because of repeated safety violations, meaning the plant will remain indefinitely shut down as the company appeals the decision. The company had planned to reopen some its operations this week after voluntarily recalling hundreds of products and closing its processing and peanut butter plants in late September and early October.

Many in this flat, dusty and solidly Republican farm town of about 20,000 denounce the FDA's tactics as unfair and unnecessarily heavy-handed ? and become defensive about the shutdown of the largest private employer in town.

"We had the best crop in years, and then these (expletives) came in and started this," said resident and local telecomm worker Boyd Evans.

For the first time ever, the FDA is using authority granted under a 2011 food safety law signed by President Barack Obama that allows the agency to shut food operations without a court hearing.

The FDA said inspectors found samples of salmonella in 28 different locations in the plant, in 13 nut butter samples and in one sample of raw peanuts. Inspectors found improper handling of the products, unclean equipment and uncovered trailers of peanuts outside the facility that were exposed to rain and birds. Inspectors also said employees did not have access to hand-washing sinks, and dirty hands had direct contact with ready-to-package peanuts.

The FDA has inspected the plant at least four times over the past five years, each time finding violations. Michael Taylor, the FDA's deputy commissioner for foods, said the agency's inspections after the outbreak found even worse problems than what had been seen there before.

The salmonella outbreak was traced to Trader Joe's peanut butter produced at the plant. Sunland produces products for a number of national grocery and retail chains, and New Mexico Peanut Growers Association President Wayne Baker says the industry generates about $60 million in the region each year.

Valencias are a variety of peanuts that come almost exclusively from eastern New Mexico. Because of their sweet flavor, they are favored for organic and natural peanut butter products because they require few additives.

The peanut is celebrated every year at the town's annual Peanut Valley Festival, and most residents have stories related to peanuts, whether growing up on a peanut farm, helping to haul them to harvest or knowing peanut workers or farmers.

"Peanuts is, like, everything here," said local shopkeeper Brittany Mignard.

The plant's retail store remains open, although its shelves are bare of its own products. The few items remaining include peanut brittle made in Lubbock, Texas. The shelves are stocked with jelly, but no peanut butter.

Baker, who is also a Sunland board member, said the company had never been notified of any past violations. And the company has vehemently denied FDA allegations that it knowingly shipped any potentially tainted products.

Plant officials said they were blindsided by the FDA's suspension on Monday. Just hours before it was announced, the plant had announced plans to start shelling the bumper crop on Tuesday. Plant officials said they had notified the FDA last week of their plans to reopen the processing operations while waiting for approval to resume making peanut butter.

"The FDA is overreaching its power and putting out information that isn't true," Baker said. "We don't understand what is going on. We don't think we are guilty."

FDA officials wouldn't comment on his allegations, saying it was an ongoing investigation.

Food safety expert and Cornell University professor Bob Gravani said given the number of salmonella outbreaks in recent years, he believes the FDA is being heavily scrutinized about why they are not using their rules more frequently or more aggressively.

Putting aside the "he-said, she-said" between the FDA and the company, he said, "I would say suspension is warranted in this case."

This is not the first major outbreak since the FDA gained authority to pull a facility's registration in the 2011 food safety law. An outbreak of listeria in cantaloupe in 2011 is linked to at least 30 deaths and investigators found similar conditions at Jensen Farms in Colorado. Unlike Sunland, however, Jensen Farms did not attempt to restart operations after the recall and FDA investigation. The company later filed for bankruptcy.

Baker said officials have been trying for the past two months to cooperate with the FDA to get the plant reopened.

"That hasn't worked," he said. "But we are not going to give up. We are going to fight this. We have got no choice."

He said officials have begun calling the state's senators and congressman and talking with other agricultural groups about getting help in Washington with an appeal of the FDA action. No hearing has yet been scheduled.

Coburn said about 30 percent of the plant's workers were laid off Monday.

Although peanuts can be stored for a while, Coburn and Baker acknowledged that time is of the essence for getting to work on what Coburn said were "many, many millions" of pounds harvested from this year's crop.

Farmers, Baker acknowledged, are worried about getting paid. But he said Sunland has committed to paying them for their crops.

Under a worst-case scenario, he said, Sunland could sell the peanuts to other producers.

OpenELEC 30 Linux distro launches in beta, rolls in XBMC 12

We hope you weren't getting settled in with OpenELEC 2.0. Hot on the heels of the finished 2.0 release, the developement team has pushed out a first beta of OpenELEC 3.0 that folds XBMC 12.0 Frodo into the Linux distribution for home theater PCs. Accordingly, most of the additions are those that come with XBMC's code base: OpenELEC now supports ARM through the Raspberry Pi, betters its DVR support and slips in a modern audio engine. The distro-specific changes bring an update to the Linux 3.6 kernel, many more hardware drivers and an option to boot to RAM instead of a pokey hard drive. Running one beta based on another carries more than its share of risk, so be careful; if the positives for your living room continue to outweigh the pitfalls, 3.0 awaits at the source link.

Hot Startups In The City Of Gaudi ? TechCrunch Barcelona Meetup, December 13

architectureWhile a lot of heat has been generated around the startup scenes in London and Berlin, Barcelona has been slowly growing a scene focused both on the Spanish and Latin American markets and a new generation of internationally focused startups. Not unlike Berlin, the tech scene over the years has attracted international people drawn by the proximity to Europe's main hubs and, let's face it, the amazing weather and lifestyle. And although Spain's economic troubles have affected the Catalan capital, the Barcelona city council and a number of local entrepreneurs have been whipping up a great new scene with a number of initiatives like District 22@, the Barcelona Tech Bridges to Silicon Valley networking events, and BarcelonaIO. That's why we are putting together a TechCrunch Mini Meetup there on December 13, and we want investors and startups to come.

How do you get bank loan or advance loan?

Rating Score :

A?proval : 98.8 %.

Get Cash in : 60min

Benefits : No faxing , No credit check , Real fast money ... and more !

According to your condition associated with house, work position and income, it is possible to be eligible for a loan up to $1500, and some creditors may lend no more than $500. You will have a possibility to observe how much you be eligible for prior to accepting just about any loan agreement.

There is an important legal big difference between a gift along with a loan. A really nice relative or perhaps good friend could give you $5000 regarding vehicle repairs, for instance. In case there isn't any expectation associated with repayment, the money can be viewed as a present. The particular giver couldn't sue with regard to repayment later on inside a civil fit. However, if the borrowed funds supplier designates the amount of money just like a bank loan and also the customer pays back even a buck, the cash can be viewed as a legitimate loan and also the loan company could demand payment anytime. Little statements legal courts spend much of time determining regardless of whether a deal including money would be a present as well as loan. For this reason paperwork is essential when making private lending options in order to pals as well as loved ones.

The needs to get a loan are quite obvious. If you are employed, having a monthly income of $800 or maybe more, and also a banking account, you satisfy the fundamental requirements. A number of loan companies inside our network might have additional requirements.

Money financial loans are unsecured financial loans eliminated upon the following wage. Since they are short-term financial loans, they can be small; various from $100 to $1500 as well as payment comes to the next payday. They could be very helpful for overcoming a quick financial crisis, yet shouldn't be thought to be a long-term fiscal option.

low interest payday loans online

Many loan programs are addressed through finance institutions or any other expert loan companies. They might make use of a various criteria to find out if your potential client is skilled for a financial loan. Earlier credit rating is nearly usually considered, along with current income as well as assets. The goal of the money can also be a good issue-a set up expense opportunity could have a lot more appeal compared to an misguided concept for any new eating place. 1 essential point may be the revenue to credit card debt percentage from the client. May the customer have the ability to pay the loan back with interest? Skilled loan companies basically 'sell' money, consequently debtors must be aware simply how much funding actually 'costs' in relation to real money.

Berber achieves a better role in Windows 8 in Moroccan ... - Education

Berber achieves a better role in Windows 8 in Moroccan institutions 498x226 Berber achieves a better role in Windows 8 in Moroccan institutions

Perhaps noting the huge potential of the 517,000 children today studying the amazigh language (as the Berbers prefer to call it) in all Morocco, the Microsoft company has added a new keyboard that will allow users of the new Windows to write in the tifinagh alphabet, used to transcribe the amazigh.

The decision of the computer company was qualified as ?historical event? by Ahmed Boukous, rector of the Institute Real of the Amazigh culture (IRCAM), created 11 years ago by King Mohamed VI and that carries out a recognized work, although circumscribed to the educational and cultural field.

Berber is spoken with different variants in Morocco, Algeria, Libya, Mali, Niger and even some Egyptian oases, but Morocco is the country that has gone further in its official recognition and its introduction in Moroccan primary schools.

However, Boukous recognizes that ?formal e institutionally, nothing has been done to bring closer the amazigh public services?, in reference to the fact that all the Moroccan administration works in French or Arabic language, despite the fact that at least a third of the Moroccans have the amazigh language daily.

The current Constitution, approved 16 months ago consecrated the official status of Berber in the country, but is not near the organic law that should clarify ?its integration into education and the priority areas of public life?, according to the article of the magna carta.

A Berber citizen who has a dispute and goes to a court will find that the judge talks to him in Arabic, must take an oath in Arabic and documents that signs should be in Arabic.

A senior official of the Ministry of Justice explained to Efe that ?it is always in the room? any official or spectator at the trial that ?facilitates? the work of interpreter, but acknowledged there is no foreseen an official system of interpretation.

Similarly, the police and the gendarmerie processed all their documents in Arabic and it is frequent that none of the officers of police stations, even in the less arabizadas regions, are aware of Berber as denounces Rachid Raha, Chairman of the Amazigh World Congress, which I agrupo to more politicized Berbers.

In a country with 30% of the illiterate population, and where illiteracy affects above all rural regions (and hence Berber), adult literacy programmes are systematically made in Arabic, which for Raha ?do but increase the uprooting of this population?.

And despite all these difficulties, a ?Berber awakening? in Morocco, not only in the mountainous regions (such as the Rif or Atlas), but even in cities, where the Berbers already not lowered the voice to communicate in their own language is undeniable and the demonstrators do not hesitate to remove Berber flags on the street, things unthinkable only fifteen years ago.

?One of the greatest achievements of recent years has been the identitary reappropriation ? says Boukous-: where before there was ashamed or afraid to talk in Berber, there is now a pride, especially when a citizen sees on television stations in our language that also engineers and doctors can speak in Berber.?

Berber is mandatory at primary level in all Morocco and already half a million studied it long of children; However, this figure does not imply only 14 per cent of the total number of school children, recognizes Boukous, for whom a ?lack of political will? of different Governments to generalize his teaching is evident.

Among the political class, either nationalists or Islamists, the old mistrust of Berber by curbing the Arabization of Morocco already is not expressed openly, since King Mohamed VI assumed the plural identity of the country as a wealth.

Until recently confined to areas as crafts fairs and festivals of dance and singing folklore, Berber identity of Morocco has made a leap in the last decade thanks to the thrust of civil associations, recalls Boukous, and is now seeking, either through school or Windows 8, its letters of nobility.

Are we in the market for buying? - Zillow Real Estate Advice

My girlfriend and I are sick of paying $1100 per month for rent. We currently live near?Minneapolis?and plan on staying around this area. I make around $55k per year and have about $250 in monthly installment debt and about 25k in total debt. My problem is my credit score of 580.

My girlfriend is the opposite...She brings home about $30k, but has a 750 credit score. She also has about $500 in monthly installment debt. We have been together for over 4 years and plan on getting engaged very soon.

We are looking at this home on Zillow: 12626 Freeway Dr W. Hugo, MN.

Should we be looking into buying at this point? It seems like taking out a home loan would lower our monthly rent/mortgage payment to help us clear our other debts. Also, this home was valued at $260k in Dec 2006 and is on the market for just $115k. If the market value bounces back in the next 5-10 years and we end up gaining equity, doesn't this lower the "risk factor" of buying?

As you can tell, this would be our first home-buying experience..

Thanks!

US stocks rise sharply in Black Friday retail rush

The stock market enjoyed some Black Friday cheer, rising sharply as shoppers braved the annual post-Thanksgiving rush. Major indexes were on track for their biggest weekly gains since early June.

Traders were encouraged by positive economic news from Germany and China, two engines of global growth. Technology stocks soared after a few weeks of selling. And early reports from retailers suggested that consumers may be ready to spend ? a sign of the economy's progress.

"Foot traffic appears heavier than we've seen in recent years, there are a lot of positive statements out of the companies themselves, and momentum appears to be strong," said JJ Kinahan, chief derivatives strategist at the brokerage TD Ameritrade.

Many stores opened earlier than ever this year, Kinahan said, allowing for earlier informal reports about their performance.

Technology stocks soared, lifting the Nasdaq composite index by more than 1 percent. Computer maker Dell, chipmaker AMD and computing giant Hewlett-Packard were the top three gainers in the Standard & Poor's 500 index. Technology rose the most among the index's 10 industry groups.

The stocks were bouncing back after confidence in tech stocks declined broadly, Kinahan said. AMD dropped sharply in recent weeks as investors fretted about its solvency. HP plunged 12 percent on Tuesday after executives said that a company HP bought for $10 billion last year lied about its finances.

The Nasdaq rose 29 points, or 1 percent, to 2,955 as of 12:30 p.m. EST. The Dow Jones industrial average gained 110 to 12,947. The S&P 500 added 12 to 1,402.

Stocks started strong after news that German business confidence rose unexpectedly in November after six straight declines. The gain in a closely watched index published by Munich's Ifo institute raised hopes that Europe's largest economy can continue to weather the continent's financial crisis.

China's manufacturing expanded for the first time in 13 months in November, the latest sign that the world's second-biggest economy is recovering from its deepest slump since the 2008 global crisis. HSBC Corp. said its monthly Purchasing Managers' Index improved to 50.4 for November. Any number above 50 indicates expansion.

The PMI measures overall manufacturing activity by surveying indicators including orders, employment and production. The result was released Thursday, when the U.S. market was closed for Thanksgiving.

Around the U.S., shoppers flocked to malls and logged on to computers to take part in the annual cheer-fueled retail rush known as Black Friday.

Target and Toys R Us welcomed buyers on Thanksgiving evening. Retailers are also trying to draw shoppers with free layaway and shipping, by matching prices of online rivals and by beefing up mobile shopping apps.

Retail is a key driver of the nation's economy. Consumer spending accounts for about 70 percent of U.S. economic activity. November and December, which can account for as much as 40 percent of a retailer's annual revenue, are crucial for stores.

The Friday after Thanksgiving is known as Black Friday because it begins the period in which many retailers turn profitable for the year. Traders will be looking for signs about how enthusiastically Americans are spending. That could reflect the momentum of the economic recovery.

Trading volume on Wall Street was light, with many investors away for an extended weekend after Thanksgiving. The market was to close early, at 1 p.m. EST.

The rally's strength will be tested on Monday, as many traders return to their desks and retailers begin to release hard data about their holiday sales results, Kinahan said.

"It's great when something like this happens, but on a half-day without the major players in there, it's not so surprising," he said.

European indexes added to earlier gains after Wall Street opened and closed higher. The FTSE 100 index of leading British shares rose 0.5 percent. Germany's DAX and France's CAC-40 both added 0.9 percent.

Investors were monitoring developments in Brussels, where European Union leaders are trying to agree on a $1.25 trillion long-term spending plan for the 27-nation bloc. Markets expect that another meeting will be needed for an agreement.

Among the stocks making big moves:

? Research in Motion Ltd. jumped on growing optimism for an earlier-than-expected launch of its delayed BlackBerry 10 smartphone. A senior executive from the Canadian company said earlier this month that Research In Motion, or RIM, will release the latest version of its smartphone "not long after" a Jan. 30 event. One analyst saw that as an indication that the products are to be unveiled in February. U.S.-traded shares of RIM rose $1.45, or 14 percent, to $11.71.

? MAP Pharmaceuticals spiked after the company announced that the Food and Drug Administration will review its experimental migraine drug Levadex. The stock rose $2.46, or 19 percent, to $15.28.

? KIT Digital Inc., a video software and technology company, lost two-thirds of its value after the company's former chief executive accused it of blaming prior management for its financial problems. Two days earlier, KIT said it would restate its financial results because of accounting errors. The stock lost $1.34, or 65 percent to 73 cents.

Among tech's big gainers:

? Dell rose 51 cents, or 6 percent, to $9.57.

? HP added 53 cents, or 4 percent, to $12.47.

? AMD 9 cents, or 5 percent, to $1.96.

Vonn still undecided about competing in Aspen

(AP) ? Lindsey Vonn's outlook for competing this weekend wasn't nearly as bright as her outfit.

Wearing a lime green jacket and bright purple ski pants, the U.S. skier sped down the race course in a training run Friday. Then, she hopped on a chairlift for another pass, swiftly maneuvering through the terrain again.

Just like old times.

The four-time overall World Cup champion recently returned to training after missing time with an intestinal issue that landed her in the hospital. She will decide Friday night ? after consulting with her coaches and physiotherapist ? whether she will step into the starting gate for the giant slalom on Saturday and slalom on Sunday.

The main concern with Vonn is whether she's completely back to full strength. The Olympic downhill gold medalist spent two nights in the hospital with what she described on Facebook as "some infection in my tummy."

Health permitting, Vonn will be out there. She spent most of last week training in Vail and also squeezed in a downhill practice session at the U.S. Ski Team's speed center at Copper Mountain.

Immediately after her training session Friday, Vonn jumped into a truck waiting at the bottom of the lift and took off without saying a word.

This venue has been far from friendly to Vonn in recent seasons. She's failed to finish a race five times on this course and didn't qualify for a second run on another four occasions. Her best finish in Aspen is fourth place.

Not only that, but it was here, about a year ago, when Vonn announced that she and her husband of four years were divorcing. She then dominated the season with 12 wins, reclaiming the overall title from Maria Hoefl-Riesch of Germany by setting a new overall points record at 1,980.

Still, it's been a tumultuous past few months for Vonn, who's relied on family and friends to get her through the ordeal.

Vonn recently requested to compete in a men's downhill race, only to be rejected by the International Ski Federation. She was hoping to enter the men's race this weekend in Lake Louise, Alberta.

The 28-year-old Vonn has 53 career victories, trailing only Annemarie Moser-Proell of Austria (62) and Vreni Schneider of Switzerland (55).

Earlier this month, Vonn skipped a slalom competition in Levi, Finland. But that had more to do with wanting to train more for Aspen and not the illness.

"It's good to see her back. I'm glad she's back," Tanja Poutiainen of Finland said after her training run. "We are a big family here. Everybody knows each other. We support each other, because we are not playing against each other like in (soccer) or ice hockey."

Tina Maze of Slovenia felt the same way.

"I hope she's feeling good and she can race," said Maze, who finished runner-up to Vonn in the overall title chase last season. "I don't know if she's feeling that good for racing. But I hope so."
